Removing Notes.ini from client should be in ASAP in Policy/Settings document

Received newsletter from IBM this night, that functionality about removing old notes.ini value from client is postponed for FUTURE Releases.
    http://www-01.ibm.com/support/docview.wss?uid=swg1LO76823&myns=apar&mynp=DOCTYPEcomponent&mync=E

This is currently a pain for admins, for example recent changes to SilentFailover in cluster will not work if previous notes.ini for silent failover exists
    http://www-01.ibm.com/support/docview.wss?uid=swg21115373
so if you want your users to have seamless (silent) failover, you need to remove old value and implement new. Else it will not work.

Why new notes.ini was introduced? I wrote an application that do some client tuning remotely (locations, hardware inventory of client, notes.ini settings, conditional notes.ini settings like "if version is Release 9.0, then implement this or remove parameter".
I think policy lack now some other functionality, like adding new workspace icon, (except Setup settings, which runs only once during workstation setup).

Seems to be not logical, sometime we miss some basic easy to implement features. Why is so?

For all those reasons, we decided to shell the money to buy MarvelClient from Panagenda and we never regretted it.
